Which data provider for your cold calls?

Eight questions, one minute. The quiz scores 15 phone data providers on your market, your buyers, your volume and your budget, and gives you a shortlist of two or three, with every point explained and the trap to know before you sign. We sell none of them.

An unbiased shortlist you can check

Question 1 of 8

Where are most of the people you call?

Coverage changes more by country than by provider. Pick the market that holds most of your list.

Your answers stay in your browser. No sign-up, nothing sent. How the score works

Prices and facts checked November 2026

How the quiz picks a provider

Every provider has a profile: coverage by market, strength on mobiles, entry price, the workflow it is built for, and its compliance tools. Each of your answers turns that profile into points with one visible rule. Your market weighs the most, because a provider without data in your country is useless at any price.

Two filters come before the score: a provider with no data in your market, or one that starts above your budget, is never shortlisted. Below a minimum score, the quiz says that nothing fits rather than recommend a weak option. At equal points, the cheaper one comes first.

From 500 numbers a month, the price of a mobile found on each entry plan separates the providers. It comes from the same dated price survey as our phone enrichment pricing tool, so both tools always show the same figures.

The profiles are our reading of public information, checked in November 2026. They are not coverage measurements. The only measurement that counts is a test on your own contacts, and the method is below.

The questions buyers ask

Cognism vs Apollo for Europe

For European mobiles, Cognism is the safer bet: Europe is its home market, it phone-verifies part of its mobile data and screens do-not-call lists in 15 countries. Apollo is far cheaper and its US data is broad, but reviewers consistently describe its European mobiles as hit-or-miss.

The honest answer depends on budget. With an annual budget and a European list, test Cognism. With a small budget, Apollo plus a waterfall such as FullEnrich on the contacts Apollo misses often beats a single expensive contract.

Kaspr or Lusha?

Both are LinkedIn extensions with a free plan, and they are not from the same group: Kaspr has belonged to Cognism since 2022, Lusha is independent. Kaspr is usually stronger on French and Western European mobiles. Lusha is stronger in North America and has the most documented privacy certifications.

Calling France or Benelux from LinkedIn: start with Kaspr. Calling the US, or a legal team asks for ISO 27701: start with Lusha. Mixed list: run both free plans on the same 20 profiles and keep the one that rings.

What is the best phone number finder for cold calling?

The one with the most right-person mobiles on your list, at the lowest cost per conversation. That is why no ranking can answer it for you: Kaspr wins in Paris and loses in Chicago, Apollo the reverse.

As a starting point in November 2026: Lusha or Apollo in the US on a small budget, ZoomInfo or Cognism with an annual budget, Kaspr in France, Cognism in the UK and DACH, and a waterfall such as FullEnrich when one database is not enough. Then run the 100-contact test below.

One provider or a waterfall?

No single database covers everyone. A waterfall asks several in turn and stops at the first answer, which lifts match rates, especially on hard roles. The price: less control over where each number came from.

Under 500 contacts a month in one market, one good provider is simpler. Above that, or on mixed markets, a waterfall that bills only the numbers found usually costs less per conversation.

Each provider: strengths, limits, the trap

Two lines of strengths, two of limits, and the one thing to check before you sign. Every price is dated and every claim sourced.

  • Apollo.io logo

    Apollo.io

Own database · US & Canada

A very large US-centric database with email, sequences and a dialer in one subscription. Best for: uS-focused teams on a small budget who want data, sequencing and calling in one place.

    Strengths

    • Free plan, and paid seats from about $49 a month billed yearly.
    • Bulk enrichment, CRM sync and API on paid plans.
    • A dialer is included on paid accounts since January 2026 (advanced features as an add-on).
    • Flags numbers on do-not-call lists in six countries (US, Canada, UK, France, Germany, Australia); its power and parallel dialers skip them.

    Limits

    • Mobile credits are capped per plan and reset each billing cycle.
    • Reviewers consistently describe European mobiles as hit-or-miss.

The trap. Count mobile credits, not seats: the number of phone reveals per month is what limits a calling team.

Entry plan: Free plan. Basic $49 a month per seat billed yearly. 2,500 credits a month, 8 per mobile (312 mobiles). About $0.16 per mobile found. Mobile credits are not refunded, even when the number turns out to be on a do-not-call list. Checked November 6, 2026. Compare prices

  • Lusha logo

    Lusha

LinkedIn extension · US & Canada

A browser extension and database with one of the most documented privacy programs in the market. Best for: reps who find people one by one on LinkedIn, in the US and Western Europe.

    Strengths

    • Free plan and a low entry price.
    • ISO 27701 certified (2022), SOC 2 Type II, GDPR and CCPA programs announced publicly.
    • Can hide numbers on the US and UK (TPS, CTPS) do-not-call lists, once an admin turns it on.

    Limits

    • Credit cost per phone number changed in 2026: check it on the live pricing page.
    • Thinner on mobiles outside North America and Western Europe.

The trap. The credits listed are not phone numbers: a phone reveal costs 5 credits, 8 when Lusha falls back to its own waterfall.

Entry plan: Free plan. Pro $69.90 a month. 600 credits a month, 5 per mobile (120 mobiles). About $0.58 per mobile found. A phone reveal costs 5 credits, 8 when found through Lusha’s waterfall. Pro includes 2 seats; about $52 a month billed yearly. Checked November 6, 2026. Compare prices

  • Kaspr logo

    Kaspr

    LinkedIn extension · France

A LinkedIn extension from Paris, owned by Cognism since 2022, strong on European mobiles. Best for: sDRs and small teams calling France and Western Europe, one profile at a time.

    Strengths

    • Mobile coverage in France and Western Europe, its home market.
    • Free plan with a few phone credits, low entry price.
    • Part of Cognism since 2022, while keeping its own plans and free tier.

    Limits

    • Built around the LinkedIn extension, not bulk lists.
    • Thinner in North America.
    • No do-not-call screening documented publicly: screen TPS or DNC yourself.

The trap. Phone credits are counted separately from email credits: the monthly phone allowance is what you will run out of.

Entry plan: Free plan. Starter $49 a month per seat billed yearly ($65 monthly). 100 credits a month, 1 per mobile (100 mobiles). About $0.49 per mobile found. The free plan gives 5 phone credits a month. Phone credits are a separate pool from email credits. Checked November 6, 2026. Compare prices

  • Cognism logo

    Cognism

Own database · UK & Ireland, DACH, Rest of Europe

The European reference, with phone-verified mobiles and do-not-call screening in many countries. Cognism also owns Kaspr, bought in 2022. Best for: funded teams calling the UK, DACH and the rest of Europe at scale, with a legal team that asks questions.

    Strengths

    • “Diamond” mobiles, which Cognism says are verified by phone by its research team.
    • TPS and DNC screening across 15 countries, according to Cognism.
    • Strong GDPR documentation and EMEA coverage.

    Limits

    • No public prices: quote and annual contract.
    • Too expensive for a single rep or a test.

The trap. Accuracy and connect-rate figures come from Cognism’s own marketing: ask for a trial on your own 100 contacts.

Entry plan: Quote only, annual contract. An older Cognism article quoted packages from $12,750 a year with 5 seats; current Grow prices are on quote only. Checked November 6, 2026. Compare prices

    ZoomInfo

Own database · US & Canada

The largest US enterprise platform: data, intent, org charts, at enterprise prices. Best for: mid-size and large US teams that will use more than phone numbers.

    Strengths

    • Depth of US company and contact data.
    • Bulk, CRM and API built for large teams.
    • Do Not Call suppression included in every subscription (admin setting), according to ZoomInfo.

    Limits

    • 12-month minimum contract, no public prices.
    • Weaker outside the US than European specialists.

The trap. Renewal increases are frequently reported by buyers: negotiate the renewal cap when you sign.

Entry plan: Free plan. Quote only, annual contract. Buyers report entry contracts around $15,000 a year; no figure is published by ZoomInfo. Checked November 6, 2026. Compare prices

  • FullEnrich logo

    FullEnrich

    Waterfall · US & Canada

A waterfall: it asks many providers in turn and bills only the numbers it finds. Best for: teams enriching lists in bulk who want the best match rate without several contracts.

    Strengths

    • 10 credits per mobile found, nothing when it misses.
    • Several sources in one query, which lifts match rates on hard roles.
    • CSV, CRM and API.

    Limits

    • No LinkedIn extension: FullEnrich retired it, so you work from lists, your CRM or the API.
    • No database of its own to browse or build lists from.

The trap. The provider that answered differs per contact: keep that source for your GDPR records.

Entry plan: Free trial. Pro 500 $29 a month. 500 credits a month, 10 per mobile (50 mobiles). About $0.58 per mobile found. Billed only for numbers found; landlines are free. Checked November 6, 2026. Compare prices

  • Zeliq logo

    Zeliq

    Waterfall · France

A French waterfall with a LinkedIn extension, credits charged only when data is found. Best for: teams in France and Europe that want waterfall coverage from LinkedIn or their CRM.

    Strengths

    • Credits used only when data is found, and unused credits roll over.
    • LinkedIn extension, CSV and CRM workflows.
    • 14-day trial with 50 credits.

    Limits

    • A mobile costs 10 times the credits of an email.
    • Smaller footprint in North America.

The trap. Compare the price per mobile found, not per credit: 10 credits per mobile changes the math.

Entry plan: Free plan. Starter $59 a month per seat. 750 credits a month, 10 per mobile (75 mobiles). About $0.79 per mobile found. The free Basic plan lets you import leads but lists no enrichment credits; the 14-day trial gives 50. Credits never expire. Checked November 6, 2026. Compare prices

  • Datagma

LinkedIn extension · US & Canada, UK & Ireland, France, DACH, Rest of Europe

A low-cost finder that advertises strong European phone coverage. Best for: small teams in Western Europe and North America on a tight budget.

    Strengths

    • Low entry price.
    • Several seats included in plans, according to Datagma.

    Limits

    • A mobile costs 30 credits, so the credit count looks bigger than it is.
    • Tiny free tier.

The trap. Convert credits to mobiles before you compare: 3,000 credits buy about 100 mobiles.

Entry plan: Free plan. Regular $49 a month. 3,000 credits a month, 30 per mobile (100 mobiles). About $0.49 per mobile found. A mobile costs 30 credits against 1 for an email: the free plan’s 100 credits buy 3 mobiles. $39 a month billed yearly. Checked November 6, 2026. Compare prices

  • Prospeo

LinkedIn extension · US & Canada, UK & Ireland, France, DACH, Rest of Europe, Rest of world

A cheap email and mobile finder with an extension, bulk upload and an API. Best for: budget-conscious teams that enrich lists themselves.

    Strengths

    • Free plan of 100 credits a month.
    • Bulk and API at one of the lowest prices per mobile in this list.

    Limits

    • 10 credits per mobile.
    • Unused credits do not roll over, according to reviewers.

The trap. At 10 credits a mobile, the free plan’s 100 credits buy about 10 mobiles: enough for a test, not a campaign.

Entry plan: Free plan. Starter $49 a month per seat. 2,000 credits a month, 10 per mobile (200 mobiles). About $0.24 per mobile found. Free plan of 100 credits a month. Some comparisons quote $39 instead of $49: check the live page. Checked November 6, 2026. Compare prices

  • LeadMagic

An API-first enrichment service that charges a mobile only when it finds one. Best for: technical teams and Clay users enriching US lists at volume.

    Strengths

    • 5 credits per mobile, only when found.
    • Built for API and Clay workflows.

    Limits

    • US-centric.
    • Little for a rep who works from LinkedIn.

The trap. Monthly credits roll over up to twice the allowance, annual ones do not: pick the billing that matches an irregular volume.

Entry plan: Free trial. Essential $99 a month. 5,000 credits a month, 5 per mobile (1,000 mobiles). About $0.10 per mobile found. Essential credits are shared by 3 workspace members. Trackers report several plan changes in 2026. Checked November 6, 2026. Compare prices

    Strengths

    • Focus on cell numbers.
    • Unlimited usage within a fair use policy, according to its help center.

    Limits

    • Almost nothing in continental Europe.
    • Prices given by sales; public figures conflict.

The trap. Personal cells can be on the National Do Not Call Registry and fall under the TCPA: screen and document consent before dialing.

Entry plan: Free trial. Unlimited Solo $99 a month per seat. Unlimited lookups under a fair-use policy. The fair-use cap is not published. Teams start at $299 a month billed yearly. Checked November 6, 2026. Compare prices

    Strengths

    • Human verification process, according to SalesIntel.
    • CRM enrichment.

    Limits

    • Quote-based, annual.
    • Accuracy claims are SalesIntel’s own; independent reviews are mixed on phones.

The trap. A 90-day check cannot catch numbers that changed last week: measure the connect rate yourself.

Entry plan: Quote only, annual contract. Third-party estimates range from about $10,000 to $18,000 a year. Checked November 6, 2026. Compare prices

    Strengths

    • One credit per contact.
    • Bulk lists and CRM export.

    Limits

    • The 95% accuracy guarantee covers emails, not phones.
    • Phones are not its strength.

The trap. Do not read the accuracy guarantee as a phone guarantee: it refunds bounced emails.

Entry plan: Free trial. Essentials $99 a month. 170 credits a month, 1 per mobile (170 mobiles). About $0.58 per mobile found. One credit unlocks the whole contact, email and phone when available. Checked November 6, 2026. Compare prices

    Strengths

    • Built for France: companies, decision-makers, filters.
    • List building and enrichment in one place.

    Limits

    • France only.
    • Phone enrichment goes through a third-party waterfall.

The trap. Credits are spent both when you add a contact to a list and when you enrich it: budget both.

Entry plan: Free trial. Essentiel €105 a month per seat billed yearly (€139 monthly). 1,000 credits a month, 10 per mobile (100 mobiles). About €1.05 per mobile found. Credits are spent both when you add contacts to a list and when you enrich them. Checked November 6, 2026. Compare prices

  • Clay logo

    Clay

Orchestrator · US & Canada, UK & Ireland, France, DACH, Rest of Europe, Rest of world

Not a database: a workbench that chains dozens of providers into your own waterfall. Best for: growth or RevOps people who enjoy building workflows and have volume.

    Strengths

    • Plugs into many providers at once.
    • Full control of the order and the rules.

    Limits

    • Steep learning curve.
    • Data credits and actions make the bill hard to predict.

The trap. Coverage depends on the providers you plug in: Clay is as good as the waterfall you design.

Entry plan: Free plan. Launch $185 a month. About $0.07 a data credit on Launch, so roughly $0.45 to $1.50 for a record with a phone. Free plan with 100 data credits. Credits per phone depend on the provider you plug in. Checked November 6, 2026. Compare prices

How to test a provider on 100 contacts

A score narrows the field. Only a test tells you what you will get. One afternoon is enough.

  1. 1

    Take 100 real contacts

From your next campaign, same market and roles. Not the provider’s demo list.

  2. 2

Run the same 100 through each provider

Free plans and trials are enough. Note how many numbers each returns, and how many are mobiles.

  3. 3

    Call them

The match rate means nothing until a number rings the right person. Count right person, wrong person, dead line.

  4. 4

Compute the cost per right person

Price paid divided by right-person numbers. That is the figure to compare, not the price per credit.

Five mistakes when buying phone data

  • Comparing prices per credit

A mobile costs 1, 5, 10 or 30 credits depending on the provider. Compare the price per mobile found, then per right person reached.

  • Trusting the vendor’s match rate

Match rates are measured on someone else’s list, often on emails. Your market, your roles, your 100 contacts: that is the only rate that matters.

  • Buying for the wrong country

Most providers are strongest at home. A tool excellent in Chicago can be mediocre in Milan.

  • Signing a year before testing

Quote-only providers offer trials when asked. Ask for one on your own contacts before the annual contract.

  • Forgetting that numbers die

People change jobs and numbers. A list enriched a year ago has lost part of its value: refresh before you call.

How the score works, and who we are

Skipcall is a dialer. We do not resell, rank for money or take commissions from any provider in this quiz, and none of them paid to appear. Skipcall also sells phone enrichment credits inside its own app; we left it out of the quiz on purpose, so the shortlist only contains tools we have no stake in.

The score is the sum of the points shown under “Why this pick”: nothing is weighted after the fact. Profiles come from vendors’ pricing pages and help centers, completed by third-party reviews when a vendor publishes nothing. Several of those reviews are written by competing vendors: we used them for prices only when no better source existed, and say so on each card.

Prices change often. Everything here was checked in November 2026. If you spot an error, tell us through the chat and we will fix it.

Questions about choosing a data provider

None, everywhere. Coverage depends on the country, the role and the industry. Cognism is strong on European mobiles, Apollo and ZoomInfo on the US, Kaspr on France, and waterfalls such as FullEnrich lift match rates by asking several providers. Test two or three on the same 100 contacts.
For European mobiles, Cognism: Europe is its home market and it phone-verifies part of its mobile data. Apollo is far cheaper and strong in the US, but reviewers describe its European mobiles as hit-or-miss. On a small budget, Apollo plus a waterfall on the misses is a reasonable alternative.
Kaspr for France and Western Europe from LinkedIn; Lusha for North America and for teams that need documented privacy certifications. Both have free plans, so run them on the same 20 profiles and keep the one whose numbers ring.
Start with free plans (Apollo, Lusha, Kaspr, Prospeo) to test quality on your market. At volume, compare the cost per mobile found on each entry plan: in November 2026 it ranges from about $0.10 to more than $1. Then compare the cost per right person reached, which is what you really pay for.
A tool that queries several data providers one after another and stops at the first that returns a number. Because databases only partly overlap, it finds more numbers than any single provider, and the best ones bill only the numbers found.
It depends on the country. In the EU, B2B calls usually rely on legitimate interest, with the obligation to tell people where their data came from and to honor objections. In the US, autodialed calls to mobiles fall under the TCPA, and personal numbers can be on the Do Not Call Registry. Check each country before you call.
Cognism says it screens do-not-call lists in 15 countries. Apollo flags numbers on the lists of six countries, the US and UK included, and its power and parallel dialers skip them. Lusha and ZoomInfo can hide numbers on the US and UK lists once an admin turns the setting on. A flag is not legal clearance: you still decide whether you may call.
Skipcall is a dialer that also sells enrichment credits. We left it out so the quiz only recommends tools we have no stake in.
