# B2B phone data coverage by country

30 countries, 18 data providers: what is measured, what is only claimed, and what nobody publishes. Next to each country, the B2B calling rules and the caller ID to use.

Every figure sourced and dated · November 2026

Provider

**272 of 540 cells (50%) have no public figure.** Every observed figure covers a region (DACH, EMEA…): no independent test publishes a single country.

Counts only figures that cover this country or a small group of neighbors (DACH, Benelux, Nordics, US and Canada). EMEA and Europe averages are left out.

## Why coverage by country is the only number that matters

Data providers advertise global totals: hundreds of millions of contacts, tens of millions of mobile numbers. None of that tells you what happens when you upload 500 German IT directors. Your list lives in a country, at a seniority level, in an industry, and the share of it that comes back with a working mobile number can swing from under 10% to over 60% depending on those three things.

This map puts the public evidence in one place, country by country. Out of 540 provider × country cells, 272 (50%) have nothing published at all. That gap is the real finding: most providers do not tell you how well they cover a given country, so the only reliable figure is the one you measure on your own contacts.

## How to read the map

Observed means a third party ran a test and published the result: how many profiles came back with a mobile number (fill rate) and, when measured, how many of those numbers reached the right person (valid rate). Claimed means the provider says it about itself: a find rate on its homepage, a list of strong markets, a database size. A test commissioned by a provider on its own product stays in Claimed.

Regional figures are flagged as such. When a test reports “EMEA: 63%”, we show it on every EMEA country as a regional average, because the test did not isolate any of them: read it as an average across very different markets, not as a German or Spanish figure. A sub-regional figure (DACH, Benelux, Nordics, US and Canada) covers 2 to 4 neighboring countries and says more about each of them. The Specific evidence view of the map counts only country and sub-regional figures.

Fill rate and valid rate are different numbers. In the only public European test that measured both, roughly a quarter to a third of the mobiles returned did not reach the right person. A provider that “finds” 58% of your list may connect you to 44% of it.

## Best B2B phone data providers by region: what the evidence says

A reading of the map for the markets sales teams expand into most often. It only repeats what the sources in the tool publish; where nothing is public, it says so. None of it replaces a test on your own contacts.

### Germany, Austria and Switzerland (DACH)

DACH is the only part of Europe where an independent test has measured mobile numbers. In early 2025, a 1,200-profile test found a mobile for 43 to 58% of DACH decision makers with Kaspr and 31 to 41% with Lusha; 31 to 44% and 22 to 29% of those profiles reached the right person. Cognism names DACH among its strongest markets but publishes no percentage.

Finding German mobile numbers is the easy part. In Germany, a sales call to a business needs at least presumed consent (UWG section 7), and Austria requires prior consent for advertising calls, business numbers included (TKG 2021, section 174). Check the rules before you buy credits.

### United Kingdom and Ireland

We found no independent test of UK mobile numbers. Cognism names the UK among its strongest markets; Lusha counts 23.3 million UK contacts (not mobiles), and ZoomInfo said in 2023 that its UK mobile numbers had grown sixfold, without a count. Every other UK figure is an EMEA or Europe average.

UK business numbers can generally be called unless they are registered on the Corporate TPS; sole traders count as individuals. In Ireland, business landlines are opt-out through the National Directory Database, but marketing calls to mobiles need prior consent.

### France, Spain, Italy and Portugal

Cognism lists France and Spain among its strongest markets, without a figure. Italy and Portugal have nothing specific at all: only EMEA and Europe averages, which mix them with the UK and the Nordics. If you sell into Southern Europe, plan your own test before you sign an annual contract.

France moved consumer calls to prior consent on 11 August 2026; calls to business contacts sit outside the Consumer Code and rely on GDPR legitimate interest with a right to object. In Spain, business contacts benefit from a presumed legitimate interest; in Italy, the public opt-out register also covers business numbers; in Portugal, companies are opt-out and sole traders opt-in.

### Benelux and the Nordics

The 2025 independent test also covered Benelux (Kaspr 46 to 61%, Lusha 36 to 49% of profiles with a mobile) and the Nordics (Kaspr 38 to 54%, Lusha 28 to 37%). Clay reports 92% usable mobiles in Finland with its waterfall against 59% for the best single provider, in a test it commissioned.

Denmark bans unsolicited sales calls to consumers, while Sweden and Norway rely on consumer opt-out lists. Calls to companies fall outside these consumer rules, but sole traders can be protected and the GDPR applies to named contacts.

### Poland, Czechia, Romania and Greece

No provider publishes anything specific for Central and Eastern Europe or Greece. The map shows only EMEA or Europe averages there, so treat every vendor promise as untested. These are also strict markets for calling: Poland requires prior consent for marketing calls and Czechia only allows calls to numbers that opted in through a public directory, business numbers included in both.

### United States and Canada

North America is where most providers built their databases, and the evidence is broader. A regional test published by Scalelist, itself a data vendor, found a phone number for 75% of a North American founder list with Prospeo, 64% with LeadMagic and 50% with Apollo (any number, not verified mobiles). FullEnrich claims 77% for the US and Canada, and Cognism claims over 70 million US mobile numbers on its EMEA page (other Cognism pages say 47 to 50 million). US-focused tools such as SalesIntel, UpLead and Swordfish publish no coverage figure.

Business-to-business calls are exempt from the US Telemarketing Sales Rule and business numbers sit outside the national Do Not Call registry, but federal TCPA rules on autodialed calls to mobile numbers still apply. Canada exempts B2B calls from its national list while keeping calling hours and internal do-not-call lists.

### Latin America, Asia-Pacific, Middle East and Africa

Outside Europe and North America, public evidence is thin and only regional. The Scalelist test found a phone number for 8% of an APAC founder list with Apollo, 44% with Prospeo and 16% with LeadMagic; in Latin America, 24% with Prospeo and 7% with LeadMagic. FullEnrich claims 71% in each region. ZoomInfo’s last split (2023) counts 45 million mobiles for everything outside North America.

Rules differ sharply: Brazil made its 0303 telemarketing prefix optional in August 2025 and pushes verified caller ID, the UAE limits telemarketing to registered company numbers and set hours, and Singapore excludes business-to-business marketing from its Do Not Call provisions.

Rules summarized here are not legal advice. Check the [cold calling compliance checker](https://skipcall.io/en/tools/cold-calling-compliance-checker) and a local lawyer before you call a new country.

## What the public data actually says

Read in November 2026. Each point links to its source in the tool above.

- 43-58%

  ### Kaspr fill rate in DACH, C-suite to Director

In a 1,200-profile test run in early 2025 across DACH, Benelux and the Nordics, Kaspr returned more mobiles than Lusha in every region and seniority (Lusha: 31-41% in DACH). Valid rates were lower for both: 31-44% for Kaspr, 22-29% for Lusha.

- 63% vs 8%

  ### Apollo in EMEA vs APAC

A regional test published by Scalelist (itself a data vendor) found a phone number for 63% of an EMEA founder list with Apollo, but 8% in APAC. The same test gave LeadMagic 64% in North America and 8% in EMEA.

- 30-50%

  ### Usable mobiles from a single provider

Clay states that one provider alone yields 30 to 50% usable European mobile numbers on average, against 83% with its waterfall. The test was commissioned by Clay: treat it as a claim, but the direction matches every independent test.

- 2023

  ### ZoomInfo’s last regional figure

ZoomInfo’s most recent public split dates from October 2023: 45 million mobile numbers outside North America, all countries combined. Nothing more recent breaks it down.

- 0

  ### Independent country-level tests found

Every observed figure we found covers a region (DACH, Benelux, Nordics, EMEA, APAC). Cognism names its strongest countries (UK, DACH, Benelux, Nordics, France, Spain) but publishes no percentage for any of them.

## How this map is built

Sources read between 1 and 6 November 2026. Next review planned for February 2027.

1. 1

   ### Provider pages first

We read each provider’s own data, pricing and coverage pages, and kept only statements that name a region, a country or a figure. Database totals without a geography are left out.

2. 2

   ### Then published tests

We kept third-party tests that state their sample, their regions and what they measured. Tests run by a provider on itself stay in Claimed. Tests run by a competing vendor are labeled as such.

3. 3

   ### One cell, the strongest evidence

When several sources cover the same cell, the cell shows an observed figure before a claimed one, a figure before a qualitative claim, and a country figure before a regional one. All sources stay listed in the country sheet and in the CSV.

4. 4

   ### Nothing filled in

When nothing is public, the cell says Not published. We never estimate, interpolate or borrow a figure from a neighboring country.

## How to test a provider on 100 contacts in your target country

Public figures give you a shortlist. Your own test gives you the answer. Each country sheet in the tool above suggests providers to test and gives you a ready-made test sheet for 100 contacts.

- ### 1Pull 100 contacts that look like your real target

Same country, same seniority, same company size. A test on easy profiles tells you nothing about the hard ones.

- ### 2Run the same list through 2 or 3 providers

Use trial credits where they exist. Merge the outputs so you see which provider found which number, and where they overlap.

- ### 3Call or verify what came back

Fill rate is free to measure, valid rate is not. Dial the numbers (or use a carrier lookup) and log right person, wrong person, dead line, switchboard.

- ### 4Compare the cost per valid mobile

Divide the credits spent by the numbers that reached the right person. A cheaper provider with a lower valid rate is often the more expensive one.

## Common mistakes when choosing a provider by country

- ### Reading a database size as a match rate

“200 million contacts” says nothing about how many of your 500 prospects will come back with a mobile. Only a match test on your own list does.

- ### Applying an EMEA figure to one country

An EMEA average mixes the UK, where mobiles are easy to find, with markets where they are rare. Check whether a figure covers your country or a whole region.

- ### Trusting fill rate without valid rate

A returned number is not a reached person. Budget for a quarter to a third of returned mobiles not connecting to the right contact.

- ### Ignoring seniority

Every test that splits by title finds C-suite numbers harder to get than Director numbers. Test on the level you actually sell to.

- ### Forgetting the legal side

Finding a mobile number in Austria or Germany does not mean you may call it for sales. Check the country rules before you buy credits.

- ### Calling from a foreign number

A good list dialled from a foreign caller ID still gets ignored. Plan a local number for each country you call.
