# Grok and Phone Calls: The Complete 2026 Guide

Grok, xAI's assistant, now works on the phone in three different ways: Grok Bot places calls for you, the Voice Agent API gives developers a real-time voice, and the Voice Agent Builder turns a plain-English brief into an agent on a phone number. What each one does, what it costs, what is live today, and which US rules apply.

Can Grok make phone calls? For businesses, yes, today: xAI sells a voice API and a no-code agent builder that both run on real phone lines at $0.08 a minute. For consumers, Elon Musk announced on October 25, 2026 that Grok Bot can call people and businesses on your behalf, but that feature is not documented yet.

Grok and phone calls is a fast-moving topic, and most of what circulates mixes launch-day numbers with rumors. This guide sorts it out: the three products, who each one is for, what it costs, what actually works, and the rules that apply when an AI is the one talking. Every section links to a deeper article in the series.

## What are the three ways Grok handles phone calls?

Grok is the AI assistant built by xAI. The corporate map has moved fast: xAI acquired X in March 2025, then SpaceX acquired xAI on February 2, 2026. That matters for phone calls, because one parent company now owns both a voice (Grok) and a network (Starlink), a story we unpack in [Elon Musk’s phone play](https://skipcall.io/en/blog/elon-musk-phone-vision-grok-starlink).

On the phone, Grok comes in three layers, each for a different audience.

| | Grok Bot | Voice Agent API | Voice Agent Builder |
| - | - | - | - |
| **Built for** | Consumers, solo professionals | Developers, software vendors | Small businesses without engineers |
| **What it does** | Places a call for you and sends a summary | Provides the voice for an agent you code | Turns a written brief into an agent on a number |
| **Call direction** | Outbound | Inbound or outbound, your choice | Mostly inbound (front desk, booking) |
| **Price** | Included in X Premium, Super, Ultra | $0.08 per minute | $0.08 per minute, no platform fee |
| **Status** | Beta; calling announced Oct 25, 2026 | Available since December 2025 | Beta since July 2026 |

**Layer 1: Grok Bot**

A personal agent that dials, talks to whoever picks up, and reports back. Read [what we actually know about Grok Bot calls](https://skipcall.io/en/blog/grok-bot-phone-calls).

**Layer 2: Voice Agent API**

A real-time voice model developers wire into their own phone stack. Read [how the Grok Voice Agent API works and what it costs](https://skipcall.io/en/blog/grok-voice-agent-api-guide).

**Layer 3: Voice Agent Builder**

A phone agent you configure in plain English, with a number included. Read [our Grok Voice Agent Builder review](https://skipcall.io/en/blog/grok-voice-agent-builder-review).

## Which Grok phone product fits you?

Most readers only need one of the three. Start from your situation, not from the product names.

## What actually works today, and what is only announced?

**Live.** The Voice Agent API since December 17, 2025, with an official example that connects a Twilio number to a Grok agent. The Voice Agent Builder, in beta since July 1, 2026, with one free number per account, voice cloning from about two minutes of audio, recording and transcription of every call, and transfer to a human. Grok Bot itself, in beta since August 11, 2026 on desktop, iPhone and Android.

**Announced.** Grok Bot phone calls. On October 25, 2026, Elon Musk wrote on X that Grok Bot “can now call someone or a business for you, make a request on your behalf, take notes on the response and send you a note summarizing the conversation.” The feature is not in xAI’s documentation yet, and our [Grok Bot fact check](https://skipcall.io/en/blog/grok-bot-phone-calls) separates what is confirmed from what is not.

![Timeline of Grok's voice products: December 17, 2025, Voice Agent API at $0.05 per minute; April 2026, Voice Think Fast 1.0; July 1, 2026, Voice Agent Builder in beta; August 5, 2026, Voice 2.0 at $0.08 per minute; August 11, 2026, Grok Bot in beta; October 14, 2026, Voice 3.0 with replies in under a second; October 25, 2026, Grok Bot calls announced but not documented](https://skipcall.io/assets/infographies/grok/figures/en/chronologie-voix-grok.jpg)

Ten months from a developer API to an assistant that calls for you: the seven dates that matter.

## How does Grok sound natural on a phone line?

Older voice bots chained three programs: one to turn speech into text, one to write a reply, one to read it aloud. Each step added a pause. LiveKit describes Grok’s real-time model as a single “voice-to-voice” model: audio goes in and audio comes out, which is how it gets under a second and lets callers interrupt naturally.

The phone network adds its own limit. A standard line carries 8 kHz μ-law audio, the format North American phone networks have used for decades, and it strips out much of a voice’s richness. xAI’s official phone example keeps that format end to end to avoid conversions. The plain-English version is in [how Grok talks on the phone](https://skipcall.io/en/blog/how-grok-talks-on-the-phone), and the plumbing in [how to connect Grok to a real phone number](https://skipcall.io/en/blog/connect-grok-to-a-phone-number).

## What do US rules say about AI phone calls?

An AI on the phone is still a phone call, so the usual rules apply, plus a few that were written with AI in mind.

**AI voices are “artificial” voices**

Since February 8, 2024 (FCC 24-17), the FCC treats AI-generated voices as artificial voices under the TCPA. Calls that need prior express consent for artificial or prerecorded voices need it for AI voices too.

**New opt-out rules from November 25, 2026**

The FCC’s revised consent revocation rules take effect on November 25, 2026. We cover what changes in [the TCPA rule changes for B2B teams](https://skipcall.io/en/blog/tcpa-rule-changes-november-2026).

**Live human calls are different**

A live call that a person dials to a business landline sits outside the TCPA consent framework. Prerecorded or AI voicemails and automated outreach to cell phones sit inside it, as our TCPA guide explains.

**Calling into the EU**

Under Article 50 of the EU AI Act, in force since August 2, 2026, people must be told they are interacting with an AI, at the latest at the first exchange.

For the business side, read [Grok vs. sales reps](https://skipcall.io/en/blog/grok-vs-sales-reps). For the person who picks up, read [how to tell if an AI is calling](https://skipcall.io/en/blog/how-to-tell-if-an-ai-is-calling).

## Where is this heading?

The scenario taking shape is odd but logical: your AI assistant calls a company’s AI front desk, and two machines book an appointment while no human listens. Google is testing calls on your behalf with Call for Me on the Pixel 11, and OpenAI has let developers connect agents to phone lines over SIP since August 2025. We explore that future, and what breaks, in [when AI calls AI](https://skipcall.io/en/blog/when-ai-calls-ai).

## The bottom line

Grok already works on the phone for businesses, through a developer API and a no-code Builder, both at $0.08 a minute. For consumers, Grok Bot promises to make calls for you, but that feature is announced rather than documented. The voice engine answers in under a second, which is what makes a call feel natural, while processing runs in the United States and the TCPA treats AI voices like any other artificial voice. The sensible move for a business is to test AI where it shines, answering and booking, and keep people on the calls that sell. Each point is covered in depth in the ten articles above.

FAQ

## Frequently asked questions

**Can Grok answer my business phone line?**

Yes, through the Grok Voice Agent Builder. You describe in plain English what the agent should do, connect your calendar or documents, and it answers calls on a number xAI provides or on your own number over SIP. It records and transcribes every call and can transfer to a person. The Builder is still in beta.

**How much do Grok phone calls cost?**

For businesses, the Voice Agent API and the Builder both cost $0.08 per minute of conversation as of November 2026, or $4.80 per hour, with tools such as web search billed separately. The Builder adds $0.01 per minute when you use the number xAI provides. Grok Bot is included in the X Premium, Super and Ultra plans.

**Does Grok Bot calling work outside the United States?**

xAI has not published a list of countries. When a Techloy tester asked, the bot itself said calls only worked for users in the United States, excluding Washington and Illinois, to US numbers. That is the bot's own answer, not a published rule.

**Is it legal to use an AI voice to call people in the US?**

It can be, with consent. Since February 2024, the FCC treats AI-generated voices as artificial voices under the TCPA, so calls that need prior express consent for artificial or prerecorded voices need it for AI voices too. A live human calling a business landline sits outside that consent framework. For EU calls, the AI Act also requires telling people they are talking to an AI.

**Is Grok's voice faster than ChatGPT's?**

xAI claims Grok Voice 3.0 has 40 percent lower latency than OpenAI's GPT-Live-1 on its own benchmark, and a response time under one second. Those are vendor figures. No independent test is cited here, and real-world latency also depends on the network and how far the caller is from xAI's servers.

**Does Grok replace a business phone system?**

No. Grok supplies a voice and an agent, not a phone system. You still need a phone number, a carrier or SIP provider, call routing for your team, and, for sales calls, people. Grok can sit on top of that stack for specific calls, such as front-desk answering.
